COMMUNICATION LEGAL ADVISOR – The International Committee of the Red Cross (ICRC)

ABOUT THE ICRC 
The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We act in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.
PURPOSE OF THE POST
The legal Adviser advises the delegation on relevant issues related to international humanitarian law (IHL) and national and/or international legal matters. Contributes to formulating and achieving delegation/prevention objectives. Participates in the annual planning and budget exercise (Planning for Results) and monitors implementation and promotion of IHL locally.
MAIN ACCOUNTABILITIES, DUTIES AND RESPONSIBILITIES
Drafts legal notes/analysis and contributes with legal aspects to working papers
Performs and/or guides independent research and/or review and/or analysis (as needed) on legal issues
Regularly monitors the periodical official gazette
Monitors developments in the national implementation of IHL and relevant international human rights law
Initiates and/or supports the implementation of strategies, programmes and action plans related to IHL treaty participation, the development of relevant domestic legal and policy frameworks and implementation.
Provides legal advice and/or technical assistance to identified parties upon request
Coordinates and supervises legal studies (i.e CIHL study) and/or external legal consultancies
Analyses and advises on socio-political and legal aspects of national and international legal frameworks
Supports and/or conducts IHL dissemination activities and /or sessions for selected audiences (including national authorities, academia, JRCS, movement etc) in support of the communication/delegation’s priorities
Supports communication training and coaching and in taking photos, videos and interviews, story collection
Contributes to the annual PFR exercise, MFR, institutional and internal reporting within deadlines
National authorities including NCIHL
Maintains and strengthens the working relationship with the National commission on the implementation of IHL (NCIHL) (in coordination with the communication coordinator)
Academic circles
Maintains and strengthens relations with academic circles linked to legal questions and IHL promotion and implementation and shares updates with the communication coordinator
 
Civil society
Develops and maintains an updated contact list, strengthens the network of relevant civil society representatives/think tanks/authors (as identified in the influencer mapping) including in support of other dept’s and shares relevant information/updates as required with the communication coordinator
