Mental Health and Psychosocial Support (MHPSS) Head of Department (HoD)/ Native Arabic Speaker – Action Against Hunger – Action Contre La Faim (ACF)

Objectives of the post
To establish and maintain the quality, relevance, and measured scale of the Action Against Hunger MHPSS strategy and programs in Jordan for Syrian refugees and vulnerable Jordanian households in conformity with Action Against Hunger and international standards and national policies
Mission 1: Contribute to defining the country strategy as well as the strategy and positioning of the MHPSS department:
- Promote and foster an understanding within the field teams of the humanitarian and development situation regarding MHPSS in the context of intervention, and its continuous, systematic, and thorough monitoring
- Analyse the MHPSS humanitarian and development situation at Jordan level
- Disseminate information gathered and analysed both internally and externally, including from and with regional and headquarters staff
- Produce, review, and oversee the quality realisation of the mission’s MHPSS sectoral strategy document in line with Action Against Hunger international and national frameworks and with strong integration of cross-cutting issues (including but not limited to gender, protection, environment, and DRR / DRM)
- Contribute to the definition and (re)orientation of the Jordan country strategy, annual operational plan, and the Action Against Hunger regional and global MHPSS sectoral strategies
- Integrate MHPSS programming with other technical sectors as opportunities and synergies arise (WaSH, FSL, Nutrition / Health)
- Contribute to the technical and operational advocacy strategies of the mission, region, and headquarters in line with the advocacy objectives defined in the Action Against Hunger reference documentation
- Identify the subjects for sectoral advocacy specific to the mission in collaboration with the DCDP
 
Mission 2: Coordinate the identification of needs and formulation of project proposals
- Coordinate the identification of MHPSS humanitarian and development needs sensitive to cross-cutting issues such as gender and environmental considerations
- Contribute to the identification of funding opportunities and inroads for donor relationship development, ensuring in collaboration with the DCDP that there is an exchange of technical information with the funding agencies identified
- Participate in visits by funding agencies whenever requested by the DCDP or Field Coordinator
- Produce the MHPSS sections of project proposals in accordance with the formats and deadlines of funding agencies and make a substantial contribution to general and cross-cutting sections of proposals
 
Mission 3: Technically oversee the implementation of programmes/projects
- Validate the key stages and the methodologies of the MHPSS standalone and integrated projects being undertaken (timetables, baseline/midterm / endline surveys and assessments, technical studies, calls for tender, specifications, community approaches, internal and external evaluations, amongst other elements)
- Provide direct and remote technical support to MHPSS Programme Managers on MHPSS and cross-cutting issues (especially gender), whilst alerting or sharing information with the Field Coordinator
- Work closely with the MEAL team to ensure that MEAL systems are in place to measure the outputs, outcomes, and impacts of MHPSS programmes; lead the integration of learning/findings from MEAL results into projects and programmes
- Validate in a timely fashion the MHPSS sections—and make a substantial contribution to general and cross-cutting sections—of internal and external reports, as well as amendments to projects, with contributions by field teams
 
Mission 4: Ensure quality and cost-effectiveness of MHPSS intervention at country level
- Ensure the technical conformity of MHPSS programmes with international rules, approaches, and technical standards, and the Action Against Hunger framework documents and technical works
- Boost the overall standard of implementation of projects in order to maximise their impact
- Ensure, by use of Action Against Hunger-specific monitoring (project quality, field visits, external audit, etc.) that global norms and national standards guiding humanitarian and development interventions are respected
- Issue and follow up on technical recommendations for the improvement or maintenance of MHPSS programme quality
- Lead by example as an active contributor to advancing Action Against Hunger’s gender mainstreaming efforts and gender-equitable approach throughout MHPSS programming and teams
- Alert the DCDP and the Regional Technical Advisor to all major difficulties encountered in applying necessary recommendations and/or adaptations to MHPSS programming, and suggest solutions and ways forward
- Alert the DCDP and advice on precautionary measures to be taken in case a major risk to public health is foreseen or identified
- Promote external and internal evaluations of projects, in line with Action Against Hunger’s evaluation policy
- Promote transparency and ethical standards in projects by highlighting complaints/grievance procedures, particularly in respect of the beneficiary population
- promote safety measures for both staff and the wider population in the implementation of MHPSS projects (work sites), in collaboration with the Programme Managers, Field Coordinators, and the Logistics Department
 
Mission 5: Ensure the active participation of Action Against Hunger in national sectoral coordination and technical forums and develop sectoral partnerships
- Represent Action Against Hunger in sectoral coordination at national and sub-national levels (sectoral and/or cluster) and with technical authorities
- Define Action Against Hunger’s contribution to the various action plans in the MHPSS sector
- Lead technical communications concerning MHPSS programming in liaison with the DCDP and Field Coordinators
- Promote sectoral and synergetic/complementary partnerships (with civil society, NGOs, authorities, the private sector, and other relevant entities), and enhance the capacity of partners on MHPSS
 
Mission 6: Team management
- Manage, in either a functional or hierarchical manner (depending on the staff), Action Against Hunger Jordan’s MHPSS personnel
- Evaluate the technical performance of all MHPSS team members (such as Programme Managers, Psychologists, Psychosocial Workers)
- Develop MHPSS competence throughout the mission
